What is the difference between Varishtha Pension Bima Yojana and Jeevan Akshay IV. Which is best.

What I understood after googling, that VPBY is eligible only when one attains 60 Years age, whereas Jeevan Akshay IV has no restrictions.

Apart from that any other benefits.
